  1. Gross Payout = Accrued PTO Hours × Hourly Pay Rate.
  2. Federal Withholding = Gross Payout × 22% (IRS Supplemental Wage Rate).
  3. FICA Withholding = Gross Payout × 7.65% (6.2% Social Security + 1.45% Medicare).
  4. State Withholding = Gross Payout × State Supplemental Rate.
  5. Net Cash-Out Payout = Gross Payout − Federal − FICA − State.
